Denmark proposes deepfake bill L 49, which would require publishers to prove consent starting in January 2027

Danish Culture Minister Zenia Stampe introduced bill L 49 in Parliament on October 8, 2026, proposing amendments to the Copyright Act that would prohibit making realistic, digitally generated imitations of a natural person’s appearance, voice, or movements available to the public without consent, and place the burden of proving that consent had been obtained on the publisher.
