Germany plans to introduce a proportionality clause for clearing old stock before the EmpCo Directive takes effect

Before implementing the EmpCo Directive, Germany plans to add a proportionality clause to its Act Against Unfair Competition, allowing old stock placed on the market before September 27 to be cleared after balancing the interests involved, rather than being destroyed outright. The German E-Commerce and Distance Selling Trade Association (bevh) says this is better than having no transition period, but would create more legal uncertainty than a clearly defined sell-through deadline. It had previously called for the sell-through period to extend beyond September 27 and for a VAT exemption for products donated after they no longer meet EmpCo requirements.

Anthropic explains how Claude text watermarking works

Anthropic announced that text generated by future Claude models will include watermarks to help determine the likelihood that Claude was involved in writing the text, in order to comply with the EU AI Act. The watermark uses the SynthID-Text method published in Nature in 2024 by Google DeepMind. The authors say it has no practical effect on output quality, creativity, or readability; readers cannot distinguish watermarked text from watermarked text. It does not add tokens or increase costs.

In practice, goods that enter via another Member State, pass sanitary inspection, and are transported to La Línea under T1 still trigger sanitary measure 410 on the H1 declaration. Operators must declare on that H1 the CHEDD certificate previously used to issue the T1.
